Latest Rallying Guidance:
Dear members,
Following April’s committee meeting and in line with the latest guidance from CAMC we are advising the following key restrictions in place for the return of rallying from 12th April, under Stage 2 of the governments roadmap.
Rallies
Siting of outfits only, e.g. as a campsite, to comply with overnight stays and self-contained accommodation.
Rallies are to be run in England for residents of England and Wales, and there should be no travel to the other devolved Nations until we are advised.
Outfit Numbers
There is no limit on the number of outfits permitted on a rally - the only regulations apply to members gathering outside, however, if a Centre feels more comfortable in being able to comply with the guidance by limiting the number of outfits, then the Club fully supports this decision.
Visitors
No visitors are allowed on the rally, only those members registered on the rally booking form and arriving on the same day as the outfit can attend. It is there for not allowed to leave the rally field and return with additional family or friends in the vehicle. Nor is it allowed to have family or friends arrive other than with the outfit.
Awnings
There can be no mixing of households or bubbles inside, and this includes awnings and gazebos.
Rule of Six
(or two households) applies to any outside gatherings; so ralliers are permitted to sit outside in groups which meet this rule. We do not recommend gatherings in awnings or gazebos at this stage.
(Please do not compare rallies, which are classed as self-contained holidays, with pubs/restaurants and other hospitality venues. The government has made it very clear that the rules are different.)
Socials
There can be no social activities as part of the rally at this time (and this includes offering refreshments, raffles and plaques).
Children Sports Events
Because of the Informal or self-organised sports restrictions we (CAMC) are NOT covered by any exemptions. Where the rules mention ‘organised’ sport, this means sport which is formally organised by a qualified instructor, club, national governing body, company or charity and follows sport-specific guidance. If the sport is not organised by one of these groups (for example, some friends having a kickabout) or the sport’s NGB guidance is not being followed (for example, a football club ignoring the FA’s guidance), this is considered to be ‘informal’ or ‘self-organised’ sport.
The rallies therefore affected are:-
Rally 18.2 – Children sports is NOT permitted
Rally 21.1 - Await Govt confirmation on what is permitted from 17 May
Rally 22.1 - as per rally 21.1
Rally 26.3 – Hopefully all legal restrictions are lifted by 21 June - but we need to wait on Govt confirmation
Rally 27.1 – as per rally 26.3
When Stage 3 is announced (17th May) your committee will update the guidance based on CAMC advice.

The Travel Advice section on the CAMC website (https://www.caravanclub.co.uk/overseas-holidays/useful-information/compulsory-and-legal-requirements/).

There are two types of stickers. One is a bus, which is to be used on motorhomes and the other an articulated lorry that is to be used on caravans and motorhomes towing trailers. They are to warn cyclists of the danger areas. The signs can be either adhesive of magnetic but most motorhomes and caravans are GRP or aluminium. Failure to display the signs is a 135 euro spot fine. At this moment in time, it is rumoured that there is a 12 months grace period for the legislation to allow time for people to become accustomed to it.
The legislation is for all vehicles old and new.
Thanks to Nigel Bayley for the information.

Centre Rules and Reminders
Centre Rules:
Spacing On Rallies - General Letters To Centres (GLCs): Amendment Notice (AN) NO 5:
38. Pitch Spacing. The Club places great importance on the correct layout of rallies to ensure that safety standards are maintained and that the requirements of the exemption certificate are met. Every effort should be made to keep the density as low as possible. A minimum spacing between facing walls of adjacent motorhomes and caravans (the unit) of 6 metres is required. There must also be 3 metres clear between outfits, where an outfit is taken to mean and include the unit, an awning, pup tent and a car. An explanatory diagram is at Annex D. There must also be 6 metres separation between the facing walls of a caravan or motorhome and a building; however, that 6 metres space could be used for a towing vehicle or awning so long as there is still 3 metres clear space within that 6 metres. Whilst there is no spacing restriction with regard to rally field boundaries, e.g. fences, trees and hedges, the siting of outfits must not be allowed to interfere with the activities of local people, their privacy or enjoyment of their property. For health and safety purposes, emergency vehicles should also be able to secure access at all times to within 90 metres of any unit on the site. The layout of the rally site and the general appearance of outfits can impact on member satisfaction; moreover, overcrowding and low standards will harm the reputation of The Club and the Centre.
Ball Games Near Caravans:
Could we kindly remind members that we do not allow ball games near caravans on rallies. The matter of footballs being used close to caravans seems to be a growing issue with concerns over damage and cost. Please ensure your children (and some adults) play well away from the caravans on a rally. Thank you.
Towing Assistance:
Ralliers are reminded of the Caravan Club's Letters To Centres: Care should be exercised when offering assistance to other ralliers to tow units off waterlogged pitches and fields to ensure that the operation is carried out safely. Those offering such assistance need to be aware that the Club’s Public Liability insurance does not provide cover for this activity. Cover would need to be provided under the personal insurance policies of those involved. In addition, if payment is made for doing so, the person providing the assistance needs to ensure that he is not in breach of his insurance policy by ‘plying for hire’ should an accident occur.
Thank you, the committee.
Thank you, the committee.
Dog Owners:
Ralliers are reminded of the centre's General Information on page 70 of this year's rally brochure: All animals must be kept under the full control of a responsible person. Pets must be kept on a lead at all times and exercised around the perimeter of the field.
Thank you, the committee.
Thank you, the committee.
Plaque Ordering:
The Plaque Officer would like to remind Rally Officers that the Plaque Manufacturer needs the following timings:- For normal weekend rallies 10 working days + delivery. For extended weekend and holiday rallies (special plaque configuration and colours etc) the Plaque Manufacturer needs 15 working days + delivery. The 2018 plaque order forms are to be sent to the Centre Plaque Officer prior to this time scale. All plaque details are available on the Baypress web site www.baypress.org.uk or contact the Plaque Officer for assistance.
Smoking At Socials:
Please remember that smoking is not permitted at socials, inside or outside. This includes the use of e-cigarettes and vapour cigarettes. Thank you, the committee.
First Aid:
There is no requirement for Centres to have a first aid qualified person on a rally; however, it is advisable for ralliers to have their own in-date first aid kit. It is also recommended that rally officers maintain a list of useful local telephone numbers for use in the
event of an emergency, e.g. local doctor, vet, and are also able to advise members of the exact location of such service providers, including directions to the nearest hospital.

Towing Assistance:
It is everyone's individual responsibility to ensure they are able to enter and leave a venue safely in inclement weather conditions.

Drone Code:
December 2020 saw an update to the Drone and Model Aircraft Code: It is against the law to fly a drone or model aircraft without having the required IDs. You can also be fined for breaking the law when flying. In the most serious cases, you could be sent to prison. Click here to read the latest information.
Please could all members be aware that as of March 2019, the Caravan and Motorhome Club have banned drones from being flown from a rally field. If they are flown from a different field they must not be flown over caravans or motorhomes.

Centre Reminders:
Emergencies On The Rally Field:
Following the recent successful First Aid rally and in line with the Caravan and Motorhome Club guidance for organising rallies, the committee would ask Rally Officers to include a list of useful local locations and telephone numbers for use in the event of an emergency, e.g. the local A&E, local doctor, vet, etc. on all Rally Welcome Letters. Thank you.
To find the nearest A&E hospital, search for www.nhs.uk then search for A&E (top right hand corner), select "Find accident and emergency services" then in the search box type in the rally location post code.
This will display the nearest A&E to your rally.
If you are First Aid trained and happy to assist on a rally should emergency First Aid be needed nearby, please notify the RO when you arrive. Window stickers are now available for those trained individuals from the committee.

Rally Visitors:
Just a polite reminder to all ralliers, visitors to a rally are welcome. However if you are expecting visitors please ask them to report first to the Rally Officers before moving on to the rally field so that the rally officer is aware of who is on site. If possible, please remind your visitors of the 5 mph speed limit before they arrive.
Unable To Attend A Rally At The Last Minute:
If you book a rally and are unable to attend for whatever reason, it is polite and courteous to inform the rally officers that you will not be attending either by phone call or e-mail.
Your non attendance at the rally means that other ralliers that are on waiting lists etc cannot be given the option of taking your place and rally officers are left waiting until late for your arrival.

Space For A Rally Chairman:
Rally Officers are reminded they must reserve a place for the Centre Chairman or his / her representative. E.g. if your rally limit is 30 vans, it is suggested that when you have received 29 bookings (you can create a waiting list), you contact the Centre Chairman to establish who has been nominated to Chair your rally. The Rally Chairman’s caravan should be sited next to the Rally Officers unless he / she requests to be sited elsewhere and should be signed CHAIRMAN with the sign provided. (Rally Chairs are decided at committee meetings for the following 2 months). Thank you. The Committee.
Multiple Rally Plaque Presentations:
Could ralliers who wish to have their Multiple (100, 200, 300 etc) Rally plaque presented at a certain rally please give the Rally Sec at least 1 months notice, this will enable him to pass the plaque to the relevant Rally Chairman. Thank you.
Sky Lanterns / Chinese Lanterns:
New guidance for use with Sky Lanterns or Chinese Lanterns have been released by Trading Standards. The code includes advice not to launch lanterns within 30 metres of trees or buildings, 100 metres of fields, power lines or haystacks and users must notify the authorities if they wish to launch within10 miles of airfields or by the coast. If you plan to use these lanterns on your rally please read the full code which is at: http://bit.ly/1uND9pl
The Committee.
The Committee.
Dry Waste:
Please can all ralliers be reminded that all dry waste should be taken home - this includes dog waste. Scoop that poop and take it with you! Thanks.
Rally Kit:
Please can all centre members take good care of rally kit. Try not to bend any signs and replace neatly in the bag for handover. If your flag is wet, please allow it to dry before repacking if possible. Thank you, the committee.
Booking A Rally:
To book a space on a Cheshire Centre rally please ensure that your booking form is filled in completely and sent to the rally officer along with your payment and SAE.
1. Include an SAE (the recent Wirral Country Park rally that had to be cancelled by the land owners caused the Rally Officers a great deal of additional work returning individual payments to ralliers as most booking didn't have an SAE).
2. Add the rally number on the rear of the cheque. Most of our Rally Officers organise multiple rallies through out the year and this will assist them greatly.
3. If you are paying rally fees for friends with one cheque, could you list the ralliers on the rear of the cheque, again this will assist our Rally Officers.
Thank you, the committee.
